Why does baking soda and water make snow?

if you want snow like insta-snow , then no but if you want a little bit of snow that feels like insta-snow then add alot of baking soda and like 2-3 teaspoons of water if it becomes soggy then add more baking soda anyways the point is the baking soda is more than the water with a large amout
