Where can you find high heels size 3?

I'm forever trying to find cheap heels, and found that any stores like Marshalls, Target, Kohls, or TJ Max have great finds. {Target has some amazing heels currently}. Also, you can check a local 'you sell, we buy' store...like Platos Closet.
