Who designed the fastest car in the world?

Most super fast cars don't have "Official" top speeds but, currently, The Hennessey Venom GT has the world record at 267+mph. The Koenigsegg Agera R would probably tie/beat it but it doesn't have any official #s, a version with 600 less hp went 245mph.
