Not necessarily.

If something prevented a valve from opening it could certainly cause a problem with the rocker arm. That "something" that prevented the valve from opening could be a piece of a broken piston. So while a broken rocker arm doesn't NECESSARILY mean that there is a problem with a piston, it's certainly something to cause concern.
