In Joseph Griffith's The Surrender who is the pterodactyl villain dressed in red robes?

The birdlike villain dressed in robes is an evil character from the 1982 Jim Henson movie, "The Dark Crystal." The creatures are called "Skeksis" and I believe this one is either Chamberlain or... the General? Not really sure, it's been a long time since I've seen the movie.
