The KGB was formed as the national security agency of the USSR.
Like any other government agency, leaders specified a series of goals, resources and a time frame. People were hired and given an charter.
Originally the KGB served as "...Communist state's premier secret police, internal security, and intelligence organization."
It's current incarnation, however, serves a different set of politicians.
