Fleas are considered a parasite. Often parasites are left off food webs, however, if they are included they would be at the top, meaning they don't get eaten. They have an extreamly important place in the biOSphere keeping the dominant species in check so other, similar, animals can survive. However they are not directly linked with the food chain. In saying this it is important to realise that there are organisms called epiparisites - which are parasites which feed on other parasites, though to my knowledge there is not an epiparisite that feeds on fleas.
