This is one of those unanswerable philosophical questions. How poorly is the poor eater eating? How correctly is the right eater eating? How vigorously is the exerciser exercising? Even these sub-questions are difficult to an answer in a way such that the two people could be directly compared.
This question is much like asking "Is a person with bad lungs but a good heart better off than someone with healthy lungs but a bad heart?" You can't answer that without quantifying the conditions of "healthy" and "unhealthy" hearts and lungs such that hearts and lungs could actually be compared. Once you do quantify that, you're going to get an overlapping range of conditions such that the answer is "it depends".
Most importantly, is that this question doesn't need to be answered- you haven't been kidnapped by a tribe of evil cannibals and forced to choose between a life with good food spent in a box or a life of regular activity with terrible food. You live in a situation where both a healthy diet and regular exercise are readily available. Take advantage of them both.

I think that someone who exercises vigorously rather than eating well would probably be best, because I am unfortunately one of them and I am rather skinny for the things I eat. However, because of the life we live in today, both options are offered together. And we need to use the resources we have to keep healthy. So if you are just looking for an easy way to seem healthy, good luck. Because you aren't truly healthy unless you eat right, and exercise right.

Wow thanks for giving such a vague answer. I could be crazy, but I think they would be the same. It's like the question that if one person sells a million items at a very low price, and another person only sells a few but at a very high price, which has more money. It evens out. So, do what you want. If you want to eat like a fat-ass and then go crazy working out go for it. If you want to eat super great and not lift a finger, go for it.

i personaly think that the heathy eater would have a, i don't know, better weight i guess because you can sit around and be lazy as much as you want but that doesnt mean you have to eat junk food which is what most people connect with when someone says lazy, a couch potato that eats junk food all day. but if you exercise a ton but still eat all the junk food that you want you arnt realy getting anything out of working all the junk food you had previouly eaten off. i think that the safest route to becomeing heathier is to do both because that way you just cant loose. i also am sort of like the person who answered the second time because i am rather skinny too but the only time i ever exercise is during p.e. when i have to but then again i also eat pleanty o' junk food. more than i should acctualy. but i don't seem to get any fatter so its just in some peoples genes to be naturaly tall and skinny or shorter and larger. some times you just cant do anything about it. personaly i think that this nation needs to stop caring more about the outer immage. i don't mean everybody should become slobs but that some people are just different and that's ok. well i better get off of my soap box and do my homework. :)
