But, you can put it on a photo editing software and cut the frames out frame by frame, but its a PAIN to do. I recommend getting the pro version, because updating is cheaper. But, if you want to cut out frame by frame, a free program you can do use is gimp. But Photoshop works so much better, because you can put the video on an cut out frame by frame. If you want gimp, here is a link.

It has no virusus, so don't worry. :D
Just to let you know this isn't the same person as the first. I use Vegas and there is a masking tool. Just go to your timeline, click the Track FX button ( Looks like a division sign flipped 90 degrees and is the color green). Once you click that, you get a list. Masking tool is there as "Sony Mask Generator." That's all. Hope this helped!
