Will the newly developed spots on my 8 week old puppy's skin turn her fur that color as well?

Possibly. These spots can produce hair follicles with coloration, however if spots are concentrated on the belly/ underside they usually won't they are more like freckles. Which means it is a pedigree dog also known as full blooded.
