In a police chase if a car running from police hits another car can police be sued?

Anyone can be sued for anything at anytime. It is up to the court to determine the validity of the suit and whether or not it will go to court. Yes, in that case, a Police Officer (or the department) could be sued. However, the United States Supreme Court that the officer nor his agency will be held civilily liable for any deaths or injuries that result form a legal police pursuit.
