How many kids can you keep in your home without a daycare license in Tennessee?

on Tennessee.gov it says you are considered a Child Care Facility and require licensing if you care for 5 or more children.

That part is true but also on there it says without being licenses you may only keep 4. But 5 or more you have to be licensed.
