Is using a debit card the same as writing a check?

Almost yes. But you cannot use the debit card for values more than what is in your account. But you can issue cheques even if you don't have cash in your account. Of course you will be caught after a few days of issuing the cheque, but in case of debit card, this situation wouldn't arise at all.
