The League of Nations which existed between WW 1 and WW 2 was ineffective for a few reasons. First and foremost, almost all its decisions had to be unanimous which meant that any member could block a decision so almost no decisions were ever reached on important issues. Secondly, important countries were not made members considering the League was established to prevent further war: the USA refused to join and Germany was not invited to join until 1929. Thirdly, although sanctions could be imposed, several countries had reason to fear that at some point they might become victims of sanctions themselves, so sanctions were rarely applied and then only in watered-down form. Lastly, there was no provision made for the possibility of League of Nations armed action: no peacekeeping force or intervention force could ever be sent anywhere which made the League a toothless tiger.
