It was named after the Roman emperor Octavius.

OR...

It used to be the eighth month. The months named by their order in the ten months of the year were

September Sept = 7

October Oct = 8

November Nov = 9

December Dec = 10

Apparently we can blame Julius Caesar (July) and Augustus Caesar (August) for pushing extra months in and ruining the numerical link.
