When a citizens can be deportable?

That would depend on agreements between the two countries involved.

For example if a UK citizen commits certain crimes in USA there are agreements between those two countries for that citizen to be deported to the USA to answer for his/her crime. However that citizen cannot be deported for a crime commited against the UK.
