Planes do not stop in the air because if they do not move forward at a sufficient speed, they will fall to the ground. If for some reason it were to become necessary for a plane to stop in the air, and if we had time to plan this in advance, I would arrange for the plane to be tethered to a huge zeppelin flying just above it. Then it could stop in the air, and hang from the zeppelin.

If it were possible to stop aircraft in the air, then why do you suppose all of that
land and money would be spent building and paving mile-long runways ?
All aircraft require continual motion of some of their parts, to keep them aloft.
