Who draws up a list of nominees for the president whenever a vacancy occurs on the Supreme Court?

The President can ask anyone on his staff to make such a list, if he needs it. Almost always the nominees are federal judges, but there are no constitutional requirements. The President can nominate anyone he likes The attorney general would be the logical choice of cabinet member to ask for help .
