Can race and culture affect an IQ score?

Well in California you are not allowed to give an I.Q. test to African Americans because the African Americans claim it is racially biased. All the other states in the Union allow it. I think not being able to give them an I.Q. test is poppy cock. Most I.Q. tests are normed so as to be culturally and racially fair. I agree.
