Who is the present Chancellor of the Exchequer?

The Chancellor of the Exchequer (often just called the Chancellor) is the MP who is in charge of the Budget. The "Exchequer" is the government's official bank account at the Bank of England, where money raised from taxes gets stored. This office is currently held by George Osbourne MP.
