Not all chapsticks are created equal. Some are better than others, so try a different one (make certain it contains a moisturizer and, if possible, a sun-block). It may also help to use moisturizing cream instead, it doesn't usually taste very good (not always a bad thing, since licking your lips often worsens chapping), but in my opinion, it is much faster and more effective at preventing chapped lips and healing them as well.

Carmex is the best for chapped lips -- it's much, much thicker than Chapstick. Especially the kind that comes in the little jar. If you smear a whole lot of that on your lips at night before bed, they'll be almost completely healed by morning.

Sometimes I use regular hand cream too, if I can't find anything else in the house, but I find that it rubs off really easily. Like, you rub your lips together once, and it's gone.
