If you have a bow that says 29-32 draw length and have it adjusted all of the way down to 29 Can you put a shorter string and cable on it to make it 26 or 27 draw length and if so what are the lengths?

No, you cannot. The shorter connection will not fit the string/cable. Even if it did, the tension could damage the bow.
