i'd say almost definitly, I'd be very happy if someone was telling me I'm beautiful, if he seems shy about asking you out, I'd make the first move, ask him for a coffee or a drink. This guy sounds like he likes you very much.

Aww, if you like him tell him, I think he is definitely interested..But consider the situation here too.
