It is normal for the foreskins of infants and boys to not be able to be pulled back. This is a normal part of development, and in fact, trying to force the foreskin back can cause damage to the penis. While some boys may be able to retract their foreskins as early as age 5, other boys may not be able to retract their foreskin until much later, even as late as 12-14 years of age. The foreskin will retract on its own during normal development. A parent should never attempt to retract a boy's penis during diaper changing or toilet training as this can damage the penis.
