The age at which you can get pierced differs from state to state as there are some states within the U.S. that allow you to get pierced as young as 14 years of age with parental consent, but given the highly personal nature of the piercing that you are wanting to get, NO SHOP within their right minds would pierce you any younger than 18 years of age when you are free to make whatever decision for yourself that you like. To work on minors gives your shop a stigma which is rarely shaken, and performing genital work on them is just next to criminal in its overall implication and repercussions, even if for whatever reason there was some loophole in your state legislation to allow such a thing.
