I'm assuming your question refers to 1909 Lincoln cents minted at Philadelphia and with VDB on the reverse side. According to PCGS, mintage figures for all 1909 Lincoln cents are:
1909 VDB: 27,995,000
1909-S VDB: 484,000
1909: 72,700,000
1909-S: 1,825,000
Remember that Philadelphia didn't (and doesn't) put a mint mark on cents so there technically isn't a "P" cent, and all cents minted since 1918 have Victor D. Brenner's initials on them.
