How did the political ideologies of Hoover and Roosevelt affect their decision making?

They were both progressives. Roosevelt was a 'go getter' and Hoover was a 'lay back and let it fix itself' kind of guy. So, Hoover did basically nothing and Roosevelt made many social welfare programs and government subsidies, that funneled money to the public.
