Can a cub scout den leader be the cub master?

Yes. It is common for the same person to play more than one role in a pack.

It is, however, preferable to get as many different adults leaders involved in as many different roles as possible. This is especially so for the more labor intense positions such as den leader, cub master and comittee chair.
