You have not been looking after your fishes water properly. An Oscar should be in at least a 30 gallon tank. It should have a permanently running cycled filter and at least 50% of its water should be changed every week. Oscars should be kept at around 80F. The extra essential vitamins that an Oscar gets from a weekly feed of live earthworms will prevent it from getting many health problems like "hole in the head disease". Adding chemical rubbish (useless but expensive medications from a pet shop) will not help fix the fish or correct the bad water. It will just make the problem worse. My advice is for you to do a water change ASAP. You may save the fishes life.
