Is there a video editing freeware that makes a Picture in Picture?

There are several programs available in both the commercial and open markets capable of performing this function. However, it is also possible to do this in most editing programs with a simple workaround. Take the main source video and place it on one track. Take the secondary video, place it on a second overlapping track, and edit the properties to reduce the picture size. It is now smaller than the lower video, and can be placed anywhere within the frame, just like the PiP function.
