Can you use a 308 round in a 7.62x54r?

NO! Wrong dimensions in several ways, including length of the cartridge case, diameter of the cartridge case, one is rimmed, one is rimless- and the 7.62 Russian uses a .312 bullet, versus .308. Very dangerous even if you did manage to get the bolt closed.
