My daughter is 16yrs old and wants to go abroad is that age legal?

With permission it may be if she's on a break from school, but not a good idea unless a relative or responsible adult is on the receiving end. If so, the trip would be very educational. You don't want her running around loose abroad with no controls. You are still responsible.
