How do you get past man bloking the ladder at the bell tower in soul silver?

You go to the underground,and at the end of the hall a man with team rocket suits on will snatch you and dress you as one. You then go to the stairs and talk to the man. XD you wont wear it for long tho,and a downside is you cannot ride the bike.
