You can have a cut anywhere on your body, however due to the number of nerves and blood vessels in the neck region it is not a good idea to get injured in this area.

There are surgical procedures performed by Doctors which involved cutting into the throat such as the tracheotomy. This procedure involves cutting intothe throat near the Adams Apple to allow free breathing in cases where breathing via the throat is not possible.
