Arizona car rental age

By law, the minimum rental age is 18; however, a company's minimum rental age may (and often is) higher, by virtue that their insurance company mandates it. (I've actually been doing some research on this myself, and found that most major companies will rent to anyone 21 and up... with a hefty surcharge to anyone in the 21-24 bracket.)
