Actually, that is true. Naruto is indeed stronger than Rock Lee due to the fact that the kyuubi is within him. Without the kyuubi's chakra, Naruto would fail in becoming a ninja. He is too reckless and silly to be the hokage. With the kyuubi's aid, Naruto has a chance to become the hokage. The only thing we wait for is if and when he sees that oppurtunity, will he take it? After Naruto becomes a sage, he is on a whole different level than any of the other ninja.
