Why was of Rokko Island built?

Rokko Island was built off the coast of Kobe, Japan to provide land for industrial and residential development, as well as to serve as a buffer against potential tsunamis. Additionally, it was seen as a way to stimulate the local economy and create new job opportunities in the region.
