How come Facebook says that its free and anyone can join but only 13 and older can have one?

Facebook was not made for children. Also probably because there are a lot of internet sexual predators out there that search sites looking for children. Facebook would make it easy for things like this to occur. But it should still shouldn't say that ANYONE can join because it isn't true.
