What is the propaganda ministry?

That part of a government tasked with generating and distributing Propaganda. In the middle of the 20th Century, the Nazi government was quite adept at this and it was called "The Reich Ministry of Public Enlightenment and Propaganda."

There are some today that believe terrorist groups are attempting to copy this approach to further their causes.
