The answer is yes. When they ignore you they want you to keep talking to them.

It rather depends. He could be trying to impress you with his politeness by not interrupting, or he could be trying as politely as possible to convey the message that he isn't interested. You might have to try harder to find anything out.

It's hard to say if he likes you. What are you talking to him about? Talk to him about what he's interested in, ask him questions about himself or what he likes and talk about that. Pay attention to what he talks about with his friends and find something that you might have in common to talk about. I'll bet he'll be interested in talking to you then.
