Why did the carlisle flood happen?

The main cause of the floods was a sudden rise in the number of toilets being flushed by the citizens of Carlisle. This happened because a nearby reservoir had become contaminated with a chemical called phenolphthalein, wich is known for being, among other things, a hugely strong laxative. Enquiries into how the chemical found it's way into the reservoir have been unsuccessful.
