What 30-30 rifles can use hornady flex tip ammunition?

They are designed for use in the tubular magazines (lever guns especially), but there is no reason you couldn't use them in any 30-30 even if they were box magazine fed, or even hand-load them for a .308, 30-06, etc. The purpose of the flex-tip is to keep them from firing the primer ahead of them in a tube.
