"Having a roster of trained spill responders" is NOT one of the seven points from the pre-start checklist recommended by the NSC. The recommended points include conducting a site security check, assigning roles and responsibilities, conducting pre-operation equipment checks, checking communication systems, testing emergency response equipment, reviewing emergency procedures, and holding pre-job safety meetings.
