What to do if control panel is not appearing in PC?

Right click on START choose Properties>Customize

click the Advanced tab at the top and see if the Control Panel is selected for Don't Display This Item. If it is select one of the other options, usually Display as a link, and then exit out and try again to see if it reappears.
