Is Julius in saints row 2?

Julius had good intentions throughout. He may have gone about things in a less than good way, but he always believed his actions were for a greater good. He tried to kill you because his dream had been to end gang warfare in Stilwater, and to him, the Saints had grown too violent, thus prompting him to try to disband it in that way.
