Can street crimes be controlled through legislation?

No. People like to believe that if a law is passed to make a specific crime illegal that it won't be committed. Evidence to the contrary exists since the beginning of laws. That's why there are penalties for breaking the law. If legislation alone controlled the problem, then punishment wouldn't be necessary. People abiding by legislation passed is the only thing that can "control" street crime.
