When CJ has enough money and eventually gets a phone call from Sweet telling him to go to Binco and buy some threads in gang colours (green for the Grove Street Families), he can then start buying in his collection of clothes. Suburban is also open to him at this point.

Various shops will then become open to him as he progresses through the game, and he just has to go in and choose and purchase, and his choices will go into his wardrobe for future use.
