Why are not stigmata given to all the saints?

The stigmata is given to only a few select individuals. It all depends on the Lord's plan for that individual to obtain the perfection he is looking for in each person. If suffering His passion by undergoing the wounds of His crucifixion are what is needed, that is what the person is given. However, it is a severely painful and disabling ordeal and if the Lord needs that person to serve elsewhere, such as service to the poor or sick or to preach the Gospel, that person would not be able to do so. The Lord knows how each and every one of us can best serve Him. All we have to do is listen for His voice and guidance. If all the living saints had the stigmata, how would the other work of Our Lord get done?
