How do you convince your dad to let you get a new camera?

Well before you ask for it, think, do you really want it? If so ask once politely and if they say no then don't ask again. Start by doing chores and doing your homework and getting good grades. Be responsible and your parents will see you are responsible enough to have a camcorder. Because camcorders are pretty expensive pay for part of it. So be a good child for about 2 weeks. Then ask your parents if they say no, ask the next day and try asking them once everyday. Don't beg repeatedly.
