The Statue of Liberty wears a crown with 7 rays to signify the unity of the 7 continents.

The Statue of Liberty is actually a greatly enlarged copy of the original 'Statu du Liberte' which is on Pont Neuf Bridge in Paris, and was a gift of friendship from the people of France to the USA in the 1880's- so her crown is just reproduced from the original.

It's meant to symbolise the triumph of liberty and freedom- 'liberty wears the crown of freedom from oppression', sort of thing. It represents the crowning of the liberation of the people.
